We are looking for a strategic thinker and exceptional communicator who can bridge the gap between technical execution and program funding. Rather than traditional financial processing, this role is focused on the "story behind the numbers." The ideal candidate will act as a project manager and lead technical writer, responsible for articulating the arsenal’s technical and strategic direction. You will craft compelling narratives that lay out the critical importance of funding, explain cost-benefit realities, and defend the value of the work being done.
This fully on-site role offers a unique opportunity to shape program strategy and serve as a key voice for the program. If you are an articulate, collaborative professional who thrives on translating complex technical and financial data into persuasive arguments for military, civilian, and congressional audiences, we want to talk to you.
Note: Candidates must be local or willing to relocate at their own expense (limited relocation assistance may be available for highly qualified candidates).
Key Responsibilities
-
Strategic Communication & Technical Writing: Draft, edit, and present compelling narratives (white papers, strategic briefs, executive summaries, and congressional inquiries) that clearly articulate and defend the Arsenal's technical and strategic direction.
-
Funding & Program Justification: Translate complex engineering data, cost estimates, and budget requirements into persuasive arguments that highlight the importance of the work, laying out the critical need for program funding and the true cost-to-benefit ratio.
-
Stakeholder Engagement & Advocacy: Communicate effectively—both in writing and through in-person presentations—to a diverse range of audiences, including military leadership, civilian partners, and congressional stakeholders.
-
Project Management & Coordination: Track program milestones and coordinate seamlessly with cross-functional technical, engineering, and financial teams to ensure that all strategic messaging aligns with operational realities and goals.
-
Strategic Advising: Understand the broader DoD Planning, Programming, Budgeting, and Execution (PPBE) lifecycle well enough to convey the strategic impact of financial decisions and advocate for necessary resources.
Qualifications & Requirements
-
Education: Bachelor’s degree in Communications, Public Policy, Business Administration, Project Management, English, or a related field (Engineering or Technical degrees with a strong background in writing/communications are also highly encouraged).
-
Experience: 3–5 years of professional, post-degree experience in project management, technical writing, strategic communications, or defense program analysis.
-
Communication Skills: Exceptional written and verbal communication skills. Must be a confident presenter capable of defending strategic initiatives to high-level leadership and non-technical audiences.
-
Analytical Synthesis: Proven ability to take complex technical, financial, and strategic information and synthesize it into clear, executive-level documentation.
-
Core Attributes: High learning agility, exceptional attention to detail, strong problem-solving abilities, and an easy-going, cooperative temperament focused on team harmony.
-
Defense Knowledge (A Plus): Familiarity with DoD acquisition, the PPBE process, or congressional funding/appropriations processes is highly desirable.
