Position Overview
WisEngineering is seeking an accomplished Technical Writer / Strategic Communications Specialist with an engineering or technical background to support senior-level Science and Technology (S&T) initiatives at Picatinny Arsenal in support of the U.S. Army Combat Capabilities Development Command Armaments Center (DEVCOM AC).
Widely recognized as the "Home of American Lethality," Picatinny Arsenal spearheads critical research, development, and engineering across advanced kinetic energy systems—spanning small arms (9 mm) up to large-caliber artillery (155 mm warheads), advanced fire control, and munitions. Our team directly supports cutting-edge R&D programs, from startup-like early-concept incubation to basic research at the chip, physics, and chemistry levels, incorporating modern digital engineering tools and artificial intelligence (AI).
In this role, you will bridge technical development and executive-level strategic justification, producing compelling technical narratives, white papers, and briefs that defend and secure vital resources for next-generation systems fielded to the U.S. Army warfighter.
Key Responsibilities
-
Strategic Technical Writing: Draft, edit, and present compelling narratives—including white papers, strategic briefs, executive summaries, technical assessments, and congressional inquiries—that clearly articulate and defend the Arsenal's technical direction and modernization roadmaps.
-
Funding & Program Justification: Translate complex engineering data, cost estimates, and budget requirements into persuasive arguments. Highlight operational relevance, cost-to-benefit ratios, and critical mission urgency to secure and maintain project funding.
-
Milestone Tracking & Cross-Functional Alignment: Track program milestones and coordinate seamlessly across cross-functional engineering, scientific, and financial teams to ensure strategic narratives accurately reflect operational realities and technical progress.
-
Resource & Lifecycle Advisory: Leverage a functional understanding of the DoD Planning, Programming, Budgeting, and Execution (PPBE) lifecycle to convey the strategic impact of fiscal decisions and effectively advocate for necessary program resources.
Qualifications & Requirements
-
Education: Bachelor’s degree in Engineering, Physical Sciences, Computer Science, Technical Writing, Communications, Public Policy, Business Administration, Project Management, English, or a related field (Engineering and technical degrees strongly preferred).
-
Professional Experience: 3 to 5 years of post-degree experience in technical writing, strategic communications, defense program analysis, or engineering project management.
-
Communication & Presentation: Exceptional written and oral communication skills. Demonstrated capability to present complex engineering concepts clearly and authoritatively before leadership and non-technical stakeholders.
-
Analytical Synthesis: Proven ability to synthesize intricate engineering data, technical specifications, and budgetary spreadsheets into cohesive, executive-ready documentation.
-
Core Attributes: High intellectual agility, meticulous attention to detail, collaborative problem-solving ability, and a professional, team-oriented approach.
Desired Skills & Experience (A Plus)
-
Defense Environment: Prior experience supporting DEVCOM AC, Picatinny Arsenal, or Army Futures Command (AFC) programs.
-
Acquisition & Budgeting: Familiarity with the DoD acquisition lifecycle, FAR/DFARS standards, PPBE processes, or congressional appropriations.
-
Domain Knowledge: Familiarity with kinetic weapon systems, munitions, fire control, microelectronics/chip-level research, or applied AI/data tools.
